Owners’ Bill of Rights & Electronic Notice Laws

We need your help to keep our records up to date! To receive official Association notices and updates via email, Georgia law requires homeowners to explicitly opt in by filling out the Homeowner Information Form. Please complete the form today so we can make sure you don’t miss a thing.

Completing and signing this form ensures Harris Estates HOA can communicate with you efficiently while remaining fully compliant with state law.

📋 What You Are Consenting To

By completing and signing the form, all Owner(s) and Co‑Owners of the property agree and authorize the following:

  1. Consent to Electronic Notices The Association may send all official notices, disclosures, and communications via email to the designated address(es) you provide.
  2. Electronic Delivery as a Legal Substitute Email delivery to your designated address(es) will fully satisfy and replace any requirement for First‑Class U.S. Mail, certified mail, or personal delivery under Georgia law or the governing documents.
  3. Owner(s) Notice Authority All Owners agree to receive notices at the specified email address(es). Receipt by any designated email address constitutes legal notice to ALL Co‑Owners.
  4. Duty to Update & Revocation Owner(s) must keep their email information current. Consent remains valid until revoked in writing by delivering a signed physical revocation to the Association’s Secretary or Managing Agent.

📬 How to Return the Completed Form

You may return your signed form using any of the following methods:

  1. Bring it to an upcoming HOA meeting — forms will be collected at check‑in.
  2. Bring it the Harris Estates Neighborhood Chili Cookoff — look for the welcome table.
  3. Give it to any HOA Board Member – Greg, Dave, or Erik

⚖️ Why This Matters

Accurate homeowner records and written consent allow the HOA to:

  • Comply with Georgia’s Property Owners’ Bill of Rights and electronic‑notice statutes.
  • Deliver legally required notices promptly and reliably.
  • Maintain transparent communication regarding meetings, assessments, violations, and community updates.
  • Ensure all Owner(s) receive proper due‑process protections.
